纽约市地铁2024年开年以来犯罪率比2023年上升了13%，已有3人在地铁系统中被谋杀，38人因为袭击工作人员被捕。

1月14日一男子因为介入冲突在地铁内被枪杀[1]
2月12号傍晚3名枪手在Bronx某站互相射击造成一死五伤[2]
2月15日一巴西游客在长岛一地铁站脖子被捅伤[3]
2月19号一周内发生两起轨道上有人游荡被地铁列车撞死的事件[4]
2月23日一男子在地铁上同三人发生冲突，被枪杀[5]
2月29日清晨一名地铁司机于工作中在Brooklyn某站脖子被捅伤[6]
3月1日晚一男子在曼哈顿某站被砍伤[7]，同日一男子在Bronx某站被捅伤[8]
3月3日傍晚一男子在Penn Station地铁站被人推下站台[9]
纽约州长Kathy Hochul宣布除了安检（随机开包检查是否携带武器），纽约市接下来的计划包括
- 修改州法律，禁止多次犯罪者乘车
- 在有司机的车厢安装摄像头
- 投资2000万美元用于支付10个心理健康工作者团队，用来帮助地铁乘客排解心理问题（更新：我之前对新闻的理解有偏差，见下文）。
- 让警察和地区检察官之间更好协调以追捕惯犯
更新：找到了州长说的原文，2000万美元是用来把MTA（即运营纽约市及周围公交系统的公司）的SCOUT部门从一支队伍增设到十支队伍。这个所谓的SCOUT部门今年一月刚刚成立，由心理医生和警察一同行动，用来应对那些有看来有严重精神疾病，会对他人造成威胁的人

以及为啥这次直接上了国民警卫队，是因为二月份NYPD已经增派了几百名警察在地铁巡逻了，只能说有点作用但不多

$20 Million to Expand the SCOUT Pilot in Addition to the SOS Program
Since January, MTA has deployed a SCOUT team pilot program in partnership with New York City, in addition to the successful SOS teams across the subway system, established and supported by Governor Hochul. SCOUT teams have the capacity to address the most severe cases of mental health crisis within the subway system, and assist New Yorkers in gaining access to mental health treatment and supportive housing. Governor Hochul is directing $20 million to rapidly scale this pilot and bring the total number of SCOUT teams to ten by the end of 2025.

Point five is we're expanding the joint MTA and New York City run pilot program. It's called SCOUT. You may have heard of it. It stands for Subway Co-Response Outreach Teams. Now, these are led by mental health clinicians, but here's the difference between them and the SOS teams that I've talked about – these teams are also backed up by the police. They have police officers along for backup and they only deal with individuals having the most severe mental health crises, those that our SOS mental health teams cannot safely approach without police support. These are literally the people who could pose danger to themselves or to others, and it is evident.
