高铁上为什么不能抽烟？

quora上有这么一个问题：

为什么在中国的高铁上不允许吸烟，而在日本的高铁上却允许吸烟？

上面有个华裔的回答一定程度上解答了这个问题：

The official explanation, or at least the version I heard a few days ago on a high-speed train, seems to be that they have smoke detectors that cannot differentiate between smoking and other kinds of (dangerous) fire. So whenever smoke is detected, it will trigger an emergency stop and if it’s found out that it’s just someone smoking, he has to pay for the damage he causes.

官方的解释，或者至少是我几天前在高速列车上听到的版本，似乎是他们的烟雾探测器不能区分吸烟和其他种类的（危险）火灾。因此，只要检测到烟雾，就会触发紧急停车，如果发现只是有人吸烟，他必须为自己造成的损失买单。
