I am writing to formally lodge a complaint regarding the unlawful and morally reprehensible actions of Ms. Yang Jingyuan, a doctoral student at your institution (Bilibili username: “咪咪1221-”; Weibo username: “還好-0725”). I respectfully urge your university to initiate an investigation in accordance with relevant regulations.




I. Factual Basis


Court Ruling Confirming Allegations as Unfounded


In June 2024, Ms. Yang Jingyuan filed a lawsuit against a Wuhan University student, Mr. Xiao, alleging “sexual harassment.” The case was adjudicated by a court in Wuhan, People’s Republic of China, and on July 25, 2025, a first-instance judgment was issued, clearly stating:


> “Mr. Xiao’s actions did not constitute sexual harassment. The evidence submitted by Ms. Yang, including an apology letter, was deemed invalid, and all her claims were dismissed.”


Despite this ruling, Ms. Yang, dissatisfied with the judgment, continued to engage in retaliatory violations against Mr. Xiao. She publicly disclosed the victim’s personal information on the internet, resulting in severe cyberbullying, causing Mr. Xiao to suffer from severe depression, his parents to lose their jobs, and his grandfather to pass away due to the unbearable distress.


On July 27, 2025, despite the clear judicial conclusion, Ms. Yang continued to post the following statements on social media platforms (Bilibili account “咪咪1221-” and Weibo account “還好-0725”):


- Threats to interfere with Mr. Xiao’s academic and professional development.
- Boasting about and leveraging her academic status to exert undue pressure on the victim and his family.




II. Core Grounds for Complaint


1. Suspected Abuse of Academic Status for Retaliation**


Ms. Yang has misused her status as a “doctoral student” to lend credibility to her actions, exploiting the reputation of an academic institution to enable her violations. This contravenes the Hong Kong Baptist University *Student Code of Conduct*, which prohibits “engaging in any behavior that may damage the university’s reputation or the legitimate rights and interests of others.”


2. Continued Actions Potentially Constituting Defamation


Ms. Yang has claimed she will submit so-called “evidence,” already invalidated by the judiciary, to “overseas institutions or bar examination authorities.” If acted upon, this could:


- Violate Hong Kong’s *Defamation Ordinance* (Cap. 21) and Section 161 of the *Crimes Ordinance* (“threatening to damage another’s reputation”);
- Breach university regulations prohibiting “harassment or intimidation of others in any form.”


3. Violation of Fundamental Academic Ethics


As a researcher in a law-related or social sciences field (if applicable), Ms. Yang’s actions openly challenge judicial authority and disregard procedural justice, contradicting the core mission of higher education to cultivate “responsible citizens.”




III. Requests and Basis


In accordance with the Hong Kong Baptist University *Student Disciplinary Procedures*, I respectfully request that the university:


1. Initiate a disciplinary review process and require Ms. Yang to provide a formal explanation for her actions;
2. Order her to immediately cease all harassment and threats against Mr. Xiao and related parties;
3. Evaluate whether her conduct meets the ethical standards required of a doctoral student and take appropriate measures under university regulations;
4. Notify her home institution, Wuhan University, to clarify the full context of the incident.


I am willing to provide further evidence as needed. I look forward to your response regarding the progress of this matter. As a leading academic institution in Asia, Hong Kong Baptist University is renowned for its mission to nurture leaders with both integrity and talent. 尊敬嘅委員會主席:

本人謹就貴校喺讀博士生楊某(bilibili網名“咪咪1221-”,微博網名“還好-0725”真實姓名:楊景媛)嘅違法行爲及嚴重違背學生道德行爲提出正式投訴,懇請貴校依規啓動調查程序。

一、事實依據

法院生效判決確認其指控唔成立

楊某於2024年6月起訴武漢大學學生肖某某“性騷擾”一案,經中華人民共和國武漢市審理,已於2025年7月25日作出一審判決,明確認定:

“肖某某行爲唔構成性騷擾,楊某提交嘅道歉信等證據無效,駁回其全部訴訟請求。”

後楊某唔服判決,持續對男同學肖某某實施報復性侵權行爲,並喺互聯網上公開受害者個人身份信息,導致受害者遭受網絡暴力重度抑鬱,父母失去工作,受害者爺爺因爲無法承受打擊去世。

楊某喺司法結論已明晰嘅情況下,仍於2025年7月27日通過社交平臺(B站賬號“咪咪1221-”,微博“還好-0725”)公開發表以下言論:

威脅干擾肖某某學業/職業發展

炫耀並利用學術身份對受害者及其家屬,施加唔公壓力

二、投訴核心事由

涉嫌濫用學術身份實施報復

楊某以“博士生”身份背書其言行,利用學術機構嘅公信力爲個人侵權行爲賦能,違背香港浸會大學《學生行爲守則》中關於“唔得從事任何可能損害大學聲譽或他人合法權益嘅行爲”之規定。

持續實施可能構成誹謗嘅行爲

其宣稱將向“境外學校/法考單位”提交已被司法否定嘅所謂“證據”,若實際執行可能:

觸犯香港《誹謗條例》(第21章)及《刑事罪行條例》第161條“威脅損害他人聲譽”;

違反校規中“禁止以任何形式騷擾、恐嚇他人”條款。

違背學術共同體基本倫理

作爲法律相關領域研究者(注:若其專業爲法學或社會科學),其行爲公然挑戰司法權威、拒絕程序正義,與高等教育培養“負責任公民”嘅核心目標相悖。

三、訴求及依據

依據香港浸會大學《學生紀律程序規則》,懇請貴校:

啓動紀律審查程序,要求楊某就上述行爲作出正式說明;

責令其立即停止對肖某某及其關聯方嘅騷擾威脅;

通報其境內母校武漢大學,以釐清事件全貌。
