Nagpur: A secret communication between Maoist hinktank and its cadres intercepted by security agencies reflects high concern among the bandits regarding breach of standard operating procedure (SOP) related to use of electronic devices and internet.
Maoists have stepped up efforts to stay one step ahead. So whether it is banning use of cell phones in conflict zones like Gadchiroli or compulsorily using external hard disks and removable disks for important communications, the banned outfit wants to be on guard.
This was necessisated after senior urban cadres were nabbed in the Koregaon Bhima case of 2018, which had laid bare the network of banned Communist Party of India (Maoist) across the country. Many of them, including lawyer Surendra Gadling, were caught using evidence recovered from computers and phones.
The security agencies have access to a document titled ‘Instructions regarding technical matters for party committees’, which lays down crucial SOP for the Maoists along with fresh strategies for use of electronic gadgets for communication.
The document asks the cadres to “adhere to proper technical precautions to avoid losses” like prohibiting use of internet for appointments and sharing sensitive party documents. The Maoists have also made it compulsory for cadres to send encrypted messages only.
The other precautions include limiting communication from the same internet cafe, ban on writing minutes or agendas of meetings without permission, maintaining records in e-format only among others.
A senior intelligence official said Maoists are using latest app-based technologies, dark webs and other forms of encrypted forms for communication.
